FEC Approves Sweeping NYSC Overhaul; Introduces Civilian Leadership, Redesigned Uniform, 6-Week Skill-Driven Orientation

The Federal Executive Council (FEC), chaired by President Bola Ahmed Tinubu, has approved a historic, comprehensive overhaul of the National Youth Service Corps (NYSC). The sweeping reforms mark the first holistic restructuring of the scheme since its establishment 53 years ago in 1973.

The radical changes aim to transition the compulsory one-year national service from a post-war integration exercise into a highly specialized, civilian-led economic productivity engine. To facilitate immediate implementation, the council has directed the Attorney-General of the Federation, Lateef Fagbemi, and the Minister of Youth Development, Ayodele Olawande, to initiate urgent amendments to the NYSC Act.

In a fundamental departure from a five-decade tradition of military oversight, the operational leadership of the NYSC will now be completely civilian-led. While the Nigerian military will continue to provide critical security logistics, tactical protection, and safety support for corps members nationwide, the administrative and daily running of the agency will transition to civilian technocrats.

Alongside the leadership structural change, the Federal Government approved a completely redesigned NYSC uniform. According to the Ministry of Youth Development, the new attire is tailored to project corporate professionalism, reinforce national pride, and better fit the changing identity of modern Nigerian graduates. Furthermore, the traditional, rigorous Passing Out Parade (POP) has been officially scrapped, to be replaced by a formal corporate graduation ceremony.

To accommodate the new skills-driven mandate, the orientation camp duration has been extended to six weeks. This new curriculum abandons standard military drills in favor of an intensive, three-tiered professional foundation program.

Special Adviser to the President on Policy Coordination, Hadiza Bala Usman, broke down the mandatory six-week schedule during a post-FEC press briefing at the State House:

    • Weeks 1–2 (Civic Foundation): Focused strictly on civic duties, national values, community responsibility, and structural leadership development.
    • Weeks 3–4 (Business & Career Mapping): Centered on foundational accounting literacy, career pathing, business planning, and navigating access to corporate finance, concluded by an open “Public Career Day.”
    • Weeks 5–6 (Core Stream Specialization): Dedicated entirely to intensive, sector-specific training matching the corps member’s choice and educational background

Under the new framework, incoming graduates will no longer be randomly posted to arbitrary primary assignments. Corps members must register under one of 11 newly designated specialized professional streams, which will dictate their specific orientation camp training and eventual deployment:

Tech & Digital CorpsFocused on software engineering, cyber security, and data analytics.
Agric CorpsTailored toward mechanized farming, food processing, and agribusiness.
Medical CorpsDeployed directly to boost rural healthcare delivery systems.
Creative Economy CorpsCapturing youth talent in media, film, music, and digital arts.
Enterprise CorpsIncubating small businesses and startup acceleration.
Green CorpsDealing with renewable energy, climate action, and sustainability projects.
Education CorpsDedicated to strengthening secondary and vocational teaching.
Other Core StreamsLegal Corps, Public Service Corps, Infrastructure Corps, and Paramilitary/Security Corps.

“This is more than a reform of an institution. It is an investment in Nigeria’s greatest asset—our young people. We are transforming the scheme into a platform that not only promotes national unity but also equips young Nigerians with the skills, experience, and opportunities they need to thrive in a rapidly changing world.”

    — Ayodele Olawande, Minister of Youth Development

Addressing long-standing public concerns regarding youth safety, the 2026 reform introduces a technology-driven call-up and registration infrastructure. Moving forward, deployments will be explicitly guided by a “risk-sensitive mechanism” that cross-references real-time national security data. This system will prevent the posting of corps members to volatile regions or active security flashpoints, prioritizing human capital preservation above all else.

The administration maintains that aligning primary assignments with real academic profiles and economic needs will serve as a crucial pillar in supporting President Tinubu’s broader vision of building a $1 trillion national economy.
