FCCPC Threatens Sanctions as Petrol Marketers Delay Pump Reductions Despite Global Crude Crash

The Federal Competition and Consumer Protection Commission (FCCPC) has issued a stern warning to fuel importers, local refiners, depot operators, and retail marketers nationwide, accusing them of exploiting consumers due to their reluctance to meaningfully lower fuel prices following a sharp decline in global crude oil costs.

In a comprehensive regulatory statement released on Sunday, June 28, 2026, the Executive Vice Chairman and Chief Executive Officer of the FCCPC, Mr. Tunji Bello, revealed that the commission’s ongoing market surveillance showed only “token” and marginal price drops at local filling stations. These reductions, the agency stated, are completely out of step with the steep 40% decline in international crude benchmarks over the last two months.

The international energy market has experienced a massive pricing correction following the historic ceasefire agreement between the United States and Iran, which de-escalated a highly volatile three-month conflict that began on February 28, 2026. With the strategic Strait of Hormuz fully reopened, global crude oil prices have fallen like a stone—crashing from an April peak of $120 per barrel down to approximately $73 per barrel, effectively returning to pre-war February levels.

The FCCPC observed that when global crude oil prices soared between April and May, domestic marketers wasted no time pushing local petrol pump prices up to between ₦1,350 and ₦1,500 per litre, while diesel rocketed to ₦2,000 per litre. Yet, despite international benchmarks surrendering those war-induced gains, Nigerian motorists are still paying an average of ₦1,200 per litre at the pump.

“We are concerned that while dealers often respond swiftly by hiking pump prices whenever crude prices rise, it is curious that it is taking forever for consumers to benefit significantly when crude prices fall,” Bello stated. “Competitive markets must work fairly in both directions.”

Comparing Nigeria’s Fuel Price Disconnect (2026)

Period / Market StateGlobal Brent Crude PriceAverage Domestic Petrol Price
    Pre-War Base (February)~$70 / Barrel₦800 – ₦900 / Litre
    Wartime Peak (April – May)~$120 / Barrel₦1,350 – ₦1,500 / Litre
    Post-Ceasefire Current Level (Late June)~$73 / Barrel₦1,200 / Litre

Financial analyses indicate that a 41% drop from the wartime peak should ordinarily compress domestic petrol prices back down into the ₦900 to ₦1,000 per litre bracket.

The FCCPC was careful to clarify the exact legal boundaries of its intervention. In a fully deregulated downstream sector, the commission does not directly set, approve, or cap petroleum prices. However, Mr. Bello emphasized that market liberalization is not a license for cartel-like behavior or unfair consumer gouging. Under the Federal Competition and Consumer Protection Act (FCCPA) of 2018, the commission retains strict statutory powers to investigate and heavily sanction operators engaging in anti-competitive agreements, artificial price maintenance, or deceptive marketing tactics.

In swift defense of the downstream industry, major marketing groups have pushed back against allegations of deliberate profiteering, citing standard economic lag.

The Executive Secretary of the Major Energies Marketers Association of Nigeria (MEMAN), Mr. Clement Isong, explained that pricing decisions remain tethered to commercial replacement costs rather than instant global tickers. According to MEMAN’s latest energy bulletin, independent and major marketers are currently liquidating high-priced product inventories purchased under difficult, high-risk financial conditions during the peak of the Gulf hostilities. Until these expensive stockpiles are completely exhausted, marketers claim they cannot aggressively slash retail prices without incurring catastrophic financial losses.

Unmoved by the industry’s explanation, the FCCPC stated that while it recognizes legitimate variables like foreign exchange movements, financing, and local distribution logistics, competitive forces should still facilitate a much faster cost transmission down the supply chain.

The agency has instructed its regional enforcement cells to intensify spot-checks on depot sales and retail margins. Mr. Bello urged the public to actively monitor local stations and immediately report any suspected anti-competitive collusion, artificial hoarding, or misleading pricing displays through the FCCPC’s official digital complaint portals.
